They do have a consumer credit number on their letterhead. I did have a look at the OFT website, but couldn't see anything about private parking charges/scams, so can't work out to whom to complain? <fickie>0

Not seen anything about Debt Recovery Plus - clearly there have not enough OFT complaints about them then!!
But as for well-known PPCs' friend, Roxburghe's licence (and associated companies, HFO et al), this was under scrutiny by the OFT going back at least a year ago; the OFT were 'minded to revoke' their CCA licence:

If all the newbies on here complained to this address every time they had collected some threatograms & misleading phone calls/texts from the usual suspects passing themselves off as 'debt collectors' for PPCs, I reckon there would shortly be more names on that 'minded to revoke' list!

A company does not need a CCA licence if they simply pursue the debts of "group" companies which, IIRC, is what applied in the cases of Court Proceedings Ltd and Ethical Debt Recovery Ltd or they pursue just B2B debts - though the latter explanation would not apply in the case of PPC invoices.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

NEW LETTER!! Just as I was saying I thought they had given up and gone away, I get a letter from Zenith.
Zenith are offering to settle for £75, as their other trading name DRP sold them the debt at a reduced rate. Isn't that kind of them?

That is just SOOOOOO kind of them! £75? You should be offered more than that for the harassment, though. Tell them you won't settle for anything less than £250.0
