I think the reason for recorded being not used is different, usually people can't claim against recorded as theres no track in the system as recorded isn't tracked on its route to delivery, whereas Special is tracked from posting to delivery.
Paypal clearly state that recorded is acceptable...

You can claim from Royal Mail if a recorded item is lost - in fact its a lot easier because if RM can't show the item has been delivered, then they will pay out. One difference with recorded and special is that you are only covered up to £46 on recorded whereas special can give much higher cover.

If a recorded is signed for as delivered then there shouldn't be a problem.
Ebay/paypal dont care about the different steps a package took on its journey - all they care about is if there is proof of delivery which recorded delivery provides (in most cases!).

I would just use special to give priority service and a better tracking history.
Depends really seeing as Special Delivery is a lot more expensive than recorded. Sometimes recorded is more appropriate and cost effective.
  • BEWARE of this buyer we have had pretty much the same and they have left us negative feedback - cheek!!

Ebay WILL NOT do anything about it or investigate the buyer it is not in their policies - if the buyer will not contact you TOUGH - they will not do anything about it.

DO NOT dispatch to Empresa mail
  • I have also just fallen into the trap. I dispatched a parcel to this address in Dagenham as a result of an EBay sale, and have then been hit with a non delivery dispute from a bloke in Bulgaria. Interesting now is that the buyer has not raised an EBay dispute, but has gone to PayPal. Also his EBay feedback is "hidden". Sadly I only found out about Empressa Mail when I Googled them to try and find out where they were.

It seems though that the buyer holds all the aces - he gets his money back, and has the item in his possession. Seems an easy scam.

This Company though must log all parcels it receives and then ships overseas. Does the Company itself use tracked mail to forward mail to Bulgaria? I regularly post to Aramex and I'm pretty certain they forward mail with a tracked service.

You could claim from the Royal Mail for loss but only if it's gone astray before it reached the shipping Company (yes I know this is unlikely as I blocked Bulgaria a long time ago due to scammers). It might be worth contacting this Comany and explaining the problem as they may have proof that the item was forwarded although data protection rules would probably mean they won't tell you anything.
  • I tried contacting the company but they did not answer their phone or emails.
I wanted to tell them that my buyer was giving them a bad name and claiming multiple INR's while using their services but they never responded.
My buyer is no longer registered on Ebay with one of the user i.d.'s she used to scam me but I know she has another one as well.

And Empresa Mail continues to ship items to Bulgaria for a small fee and there is nothing a seller can do other than send recorded delivery to that address which is what I now do to that address...

PayPal has just ruled in favour of the buyer even though I have sent proof of posting. As with other posts above the buyer has submitted multiple Non Receipt reports to EBay. PayPal are not interested.

How can you stop this type of scam. These people must be coining it in

Proof of postage won't suffice, only proof of delivery.

Is this company a limited company? If they are and are aware of what their customers are doing then possibly a complaint to Companies House might be in order. Not answering phones or emails is hardly a sign of a well run company.

They are a limited company but either they are a mail box front, or the buyers in Bulgaria are the scam. I suspect the latter as the buyers riase loads of NRIs

The scam is clever as they dispute is raised with PayPal who are not interested in the fact that the buyer raises multiple NRIs as they only deal with each case individually. Similarly EBay simply say that the dispute is with PayPal not them.

Having looked up the address on Google Strret view, the address is a small industrial unit with what seems to be a load of businesses working out of it.

I think there must be more than one person using the company's services and claiming non receipt.
My particular buyer opened 2 cases on me, one in Ebay and on in Paypal. Neither Ebay nor Paypal backed me despite the amount of INR's opened.
I know that another seller made a complaint to Royal Mail and Essex Police, I don't know what came of that.

By the way, the buyer that has scammed me is "milats2011".
