Problems with Empresa Mail, a Bulgarian shipping service...

There is a company which has a storage place in London where Bulgarians can order items from Ebay u.k. and have them delivered to this u.k. address.
The company then ships them to Bulgaria for a small fee.
Now I had 3 INR's from a buyer using that address, and after digging a bit that same buyer had used that address to open dozens of other INR's on other sellers.
Ebay/Paypal did not want to know.
My problem is that I keep getting orders from that place, I don't want to post there but I can't block a specific address. The last order received, I called Ebay and they said to refund and not to post there and they would deal with any negative feedback.
Today I got another order to be delivered there.
Anyone else come across them?

Not heard of them before but thanks for heads up.
Is it cost effective for you to send all items to that address by recorded delivery (even if you don't send recorded normally)? Thats the only way I can think to get round it.0 -

You need to use Special Delivery to confirm delivery to Paypal, not recorded.0 -
I've just got someone using that address to buy baby clothes. Looks like they buy dozens of lots each week and leave positive feedback.
I do know that western clothes sell well in the old eastern block, but postal costs tend to be prohibitive.
Looks like they have found a cheap way of shipping and bypassing country blocks.0 -
Treat this the way you would treat any other UK address (apart from the obvious impossible block) either claim from Royal Mail with your cop or send it tracked.

Whilst blocking the address is impossible, it may just be that buyer you need to block? It doesn't help the 3 x INR but if you have your cop you won't be out of pocket.0 -
There are similar issues on Amazon, there are drop shippers who sell books they don't have and then source them from the UK to ship abroad. They tend to use units from the Crusader business estate. Problem is that if their buyers overseas don't get the book after they send it they tend to try and claim the loss from the original seller, whether by design or accident I don't know.

Yes I blocked the buyer but this buyer has more than one Ebay account she uses to buy and claim INR, and also recently changed her user i.d. I have to keep updating my block list!
I have not claimed from RM yet as she is (hopefully) under investigation...
Sent the last item to that address recorded delivery to be safe.0 -
I think the reason for recorded being not used is different, usually people can't claim against recorded as theres no track in the system as recorded isn't tracked on its route to delivery, whereas Special is tracked from posting to delivery.
If a recorded is signed for as delivered then there shouldn't be a problem. I would just use special to give priority service and a better tracking history.0
