no its definitely by public transport (they use your local travelline site to work it out) I've had this confirmed to me by 3 separate advisors and my neighbour who works for the DWP.
It's the way the DWP determine which offices their own staff can travel to as well. My neighbour was commenting on how much it was costing her to go to her new office and how she was unlucky that it was just within the 90min travel time, I asked where her office was and when she told me it was just 12 miles away I asked why it took 90 mins because she drives to work. She laughed and said no it's 90mins by public transport, and then pointed out she could get to Leeds which is about 80 miles away in an hour and a half so obviously people aren't expected to travel 90mins by car each day. (felt a bit of a twit when she pointed that out:rotfl:)

I can get about 25 miles by public transport in 90 mins, which is a reasonable distance to look for work in (thats if I'm heading towards Newcastle, but our buses are so bad it would take over 90 mins to get to Darlington which is only 15 miles away) Luckily the advisors at both the JC and the WP all know how bad the buses are so are really reasonable about it.0 -
No one can make you buy a car! You could be banned from driving, had a scare and no longer want to drive. It's your choice.0

lol the distance that could be covered in a car in 90 mins would cost far more than it would by bus so it's perfectly reasonable to ask a person to travel 90min by public transport but not someone by car.
