Why would this bother you so much? As a Housing Officer I frequently deal with parents speaking on behalf of their offspring who are usually inexperienced when it comes to dealing with officials & it doesn't bother me in the slightest. These young adults watch & learn & eventually gain the confidence to deal with me themselves
Young adults who are inexperienced are inexperienced because they've been cotton wooled, molly-coddled and had everything done for them by their parents. You learn by doing, not by constantly having mummy and daddy step in to act on your behalf.

From your further posts you also seem to the think that this thug also has the Police officer in pocket so perhaps a phone call to her inspector is in order as she must obviously be corrupt to lie about CCTV etc. I just hope your son hasn't signed a statement in her pocket book giving a different version of events!~Laugh and the world laughs with you, weep and you weep alone.~:)

It's probably not worth it.
