Feel a bit sorry for you, OP.
I've forgotten what it's like to have neighbours who drive you mad, as i've been living with my girlfriends parents for a good few years now, who have a huge house in the country with 5 acres of land. Our 'neighbours' could have U2 playing in their garden, and it wouldn't keep me awake.
It's gonna be horrible when I have to move back to a small house or a flat or something one day, and more than likely be in a situation such as yours, or possibly worse!
I don't have much advice, unfortunately. Police clearly don't care. The mother is probably a very common, aggressive woman who you can't reason with. You're fighting a losing battle...0 -

Thanks Mimi! er, a Housing Association has a 'set structure' with rules and procedures they have to abide by! a private landlord cannot just call himself a HA!
The HA should have a website. or a Tenants handbook which sets out precisely how neighbour disputes will be handled by the Association! This is why I asked which it was - I wasnt nit-picking!
I believe Housing Associations are required to have a means of mediating neighbour disputes and they should be clearly set out in the tenants handbook. I know larger Associations have a sort of 'Nuisance Team'. yours is smaller and may operate under different rules! I would actually find out how to complain and who exactly to complain to as you are getting no practical advice from the 'manager'!

The HA says that disputes are best dealt with by tenants direct, but they can have mediation (neighbours refused this other week when the little so and so pointed a bb gun at my dog) the next step is complain to the manager - which is what I've done
Following that I don't know - nothing on website, tenants handbook is stupidly in my loft (OH getting it at weekend, have been told if I attempt to go in attic I'm in trouble)0 -
'Best dealt with by neighbours directly'? That cannot be right - a dispute is where two neighbours cannot agree is it not? I will ask son about this - he lives in a HA Property. oh, and I would look up how OTHER HAs handle this - just so you have some idea of what SHOULD be happening!0

You might have to think laterally and out of the box to find a solution rather than taking them on head on so to speak. You may also want to develop a plan to move as a back up.
What would I do ? direct action, police, HA, MP, set up video recorded surveillance etc. Shoot the !!!!!!.0 -

Nobody has a prescription for it, there are derivatives to help with side effects etc of some conditions and treatments that can be prescribed. Maybe you are thinking of California or Washington state.
No one has schizophrenia from using it either, some people with schizophrenia have aggravated their conditions by using it to excess, some others can control their condition with it. I know some depressives who use it either, to me they are aggravating that too, but they were depressives with or without it. you can get a drug called sativex on prescription, this is a cannabis plant extract made by GW pharma , and if there was any truth whatsoever in the mental health -cannabis link please explain why most of holland are NOT raving mad? up until the first world war cannabis and opium were our main daily use drugs all over the world, in order to get it banned henry anslinger and his kronies had to re-name the plant "marjuana" , if they had stood before congress and said they wanted to ban "cannabis hemp" they would have been laughed out of the building !! cannabis is a variety of the hemp plant , hemp was the reason we were able to sail all over the world invading countries and enslaving the native populations , no hemp-No ropes or sails for ships(cotton rots amazingly fast in salt water) , there are many reasons that cannabis is illegal and they are all to do with money and not health , most of the wars you learned about at school were fought over hemp, no hemp-no navy!!! for anybody who is interested in the subject rather than just quoting the carp they read in the media there was a man called Jack Herrer(RIP Jack) who dedicated his entire life to the study of cannabis and wrote a book called "the emperor wears no clothes" , maybe the daily mail readers on here can explain why the media and governbent say its dangerous but a Big Pharma compay can grow it in secret warehouses and sell the two main psychoactive ingredients (THC and CBD)as a painkiller and anti-muscle spasticicty drug to me?? , if it were legalised the textile industry, alcohol industry and big Pharma's would take the biggest hit to their share prices since they began trading-thats the reason its illegal , your governbent would rather sell you a registered poison that kills people, and makes people go home and beat the carp out of their Mrs than a medicinal herb that makes people relaxed and calm , a survey in the late 1980's showed that something silly like 70% of ALL politicians had financial interests in the alcohol industry , hemp fibre is softer, warmer and lasts 3 times as long as cotton , hemp will grow in virtually any climate anywhere on the planet, you can produce 4 crops annualy, use it to reclaim land, make fuel from it, food, clothing, plastics-it is the most biologicly advanced plant known to mankind , henry ford made a car which the bodywork was made entirely from hemp cellulose, it was 10x stronger than steel, bio-degradable , would not rust-i could go on for ages but i guess for some people they are content being spoon fed rubbish by the media and governbent rather than using their own brains to find out what is true and what is not0 -
Forget about it being an illegal drug and just view it as an unpleasant smell. Your neigbours home should not be venting into yours. Look for and fill any gaps you can find, look behind the bath panel. Your landlord/ housing assosiation sound lazy!0
