she may be blackmailing him and is not pregnant. I really think you should have a conversation with someone either in the Vulnerable adult team at social services first and see if they advise police intervention.
How sad that he is so fond of her and she is using him like this. She really needs taking to task over this.0 -

It may be a serious offence as having a sexual relationship with someone ( if you are of level ability) who has severe learning disabilities is an offence.0

No matter how anyone dresses this up she is nothing but a peadophile, she needs her kids taking off her. Taking advantage of a young lad who's old enough to be her son she has to be seriously sick in the head.
I bet your poor brother is so confused it's a shame. I don't think he's thought all this through that this just isn't a baby this is a child, teenager and eventually adult, he really needs to think of his options before he completly makes his mind up. I wouldn't know what to do at my age (25) let alone when I was 16! She's took full advantage of the poor lad.
I would of gone round there and give her what for by now if I was you!

A woman I went to school with lost her 5 previous children to the care system when she was imprisoned for having relations with 15 year old boys. She was only in her 20s at the time, but she was obviously committing an offence severe enough for her to be tried, found guilty and imprisoned. No reports of any of those having additional difficulties, but she still did time.

Going to the police will be hard on everyone but its totally right, this woman needs to face the consequences. Im quite sure your brother will realise not now but in due time you have done right by him, his potential child, and her other children.

I would get a DNA test when the babies born then get your brother to contact a solicitor to arrange access and what money he is going to pay should the baby be his.
I wouldnt be getting social services involved or anything like that - think what's done is done now and you brother is going to need to concetrate on being a father.
This baby is your neice/nephew after all and is part of your family.
