Well my MD is a old man and does things in a old fashioned way so I just said that I need a paysilp every month to show my tax and ni.
old fashioned does not mean correct. It's not a case of needing one its law.

If you hand in a P45 to the new job and the date on it is 6 weeks or older they can not use it. A P45 is issued when you leave not 2 weeks later.

They may not be able to use it anyway if a P6 has already been issued.

A P45 is issued after the last pay has been issued. As the last pay has not been issued, neither will be the P45.

If you have filled in a P46 you can over ride that with a P45 only if the P45 is not 6 weeks old.

Yes issued after - but you do not wait two weeks more for it

I agree with you the MD is in the wrong and if I find out that he is not taking tax and in then I will leave because I do not want any problems with tax office.

And that's why you are going to have to wait 2 weeks because IF it was all above board in my opinion a payslip or statement can be issued in a matter of minutes, not weeks. They know what they have deducted and what they have paid you so should take no time at all.

As I said before, that would only work if the employer has not already been issued with a P6.

There is no obligation when a P45 muct be issued within. HMRC guidelines state as soon as possible. Two weeks isn't unreasonable.
