Seems you have to be in receipt of 2 benefits and says nothing about pensioners.
My OH and I are both pensioners, he claims DLA, apparently it isnt enough.

So part of my energy bill is now subsidising those on benefits, the green levy to appease the eco mentalists in the coalition, not forgetting the middle classes with their shiny eco-bling solar roofs.

They are not just picking these additional customers on the basis of their own rules, but specific rules that will mean most won't qualify.
You need to be on income support, income based jobseekers, or ESA, _and_ have either:
An award of DLA at a high enough level to lead to an additional disability component on these benefits (this also varies if you're living with someone you may not get it).
Premium due to a disabled child.
Child under 5.
child tax credits with disability element.0 -
I only posted what it says on directgov I didnt give any advice as to whom can claim or not, mealy tried to clarify who can claim or not.
It doesnt state on directgov if anyone with a disability or low income although I suspect it may include some as it state "to some customers who don’t receive Guarantee Credit"
What confuses things further the directgov gives the impression its for only older people even supplies a picture of an older person0 -

The Warm Home Discount
The Warm Home Discount Scheme will give you an automatic £120 rebate on your electricity bill for the winter of 2011/12 and the next three winters if you qualify under the Scheme.
You will qualify for the rebate if you only get the guarantee credit of Pension Credit on the qualifying date, which is 11 September 2011. You will not qualify if you get the savings credit of Pension Credit.
All electricity suppliers with more than 250,000 domestic customers must join the Warm Home Discount Scheme. Smaller suppliers can also join the scheme if they want to.
The Department for Work and Pensions will try to make sure you get this discount automatically, but you may be missed out and will have to ask for the discount from your electricity supplier.
Some electricity customers who don't get the guarantee part of Pension Credit may also get the discount, but it will be up to your supplier to decide who qualifies. This group of people is likely to be customers who are getting other benefits.
Social tariffs
Over the next few years, customers getting a social tariff from their energy company will gradually be transferred to the Warm Home Discount Scheme. Social tariffs are schemes run by individual companies to give reduced rates to low income and vulnerable customers. However, some customers who now qualify for a social tariff may not qualify for help under the Warm Home Discount Scheme. There will also be some customers who find that the discount under the new scheme is less than the social tariff discount they are getting now. Some additional help might be available to make up for this shortfall.0
