This appears to be an option to benefit the customer, not an unplanned delivery to a random neighbour. This approach seems reasonable - customers can choose to have items left with someone they trust, or at least know, rather than a complete stranger (as is the situation with our Yodel delivery).Give customers the option to have their goods delivered to a secure area or neighbour with Safeplace™ from Royal Mail.You were only killing time and it'll kill you right back0 -

thats a safeplace. thats down to a retailer to offer(and is only available on Tracked)

the leave with neighbour trial means a postie can leave an item with a neighbour of their choosing0 -

which is not the safe place service
its an unofficial arrangement, that could see the postie on the conduct code.
I know of a delivery postman who resigned last week, after being caught by RMs IB doing that very thing.0 -
