It was the 23rd Sep that Daniel from Vodafone called me to apologise and say that it was indeed the bill before the price change, and not the one before the text message.
If they are still telling people otherwise then they are trying it on.0 -

How can it be the one before the price change. Thats this month. We would have to wait till next month once the bill has been generated and for them to look at it. He said they were looking into it this week.0 -
If it was the month before the charges are applied people could purposely go over therefore that wouldn't be very business savvy for vocative thTs why I think thats why they are stating the mi th before the text message was received. When I called vodafone I asked them to check when I received the text message and they couldn't find it, so if they can't find it the maybe you guys could ring find out if they can find it on your account if not look through your last few months bills and maybe use the bill which will work in your favor??

The T&C's say "based on your usage in the previous month".
The price change is 11th Oct, so it is the bill that includes Sep. Mine was last week and included calls up to 15th Sep. They have now accepted that bill.

Last bill 6th Aug - 6th Sep I went over my Data Allowance and had to pay £5. Annoyingly I was only 200MB over, from reading this thread it sounds like had i been more than 250MB over I could have argued that change would have affected my bill by more than 10% (e.g. another £5 for the further 250MB on a £40 contract) and therefore stood a good chance of getting out of the contract?
It looks like I will go over again this month (6th Sep - 6th Oct) - my bill is generated around 11th-15th of the month and billed in the 3rd week. If I was to go over by more than 250MB (not suggesting anything naughty - I may well end up doing it normally), could I use this months bill to claim the more than 10% increase. I'm not planning anything untoward, like a similar poster I am going back to University and my data usage is likely to increase again and I could be hit hard by the new £5 per 250MB charge.0 -

Yes, users could abuse the system to go over their minutes in order to get out of the contract. On the flip side, Vodafone could cherry pick the month they implement the new charges on a user's account in order to ensure that a user can not get out of a contract. Neither of these actions are very fair.
However, what would be fair would be for Vodafone to stick to the pricing structure agreed at the start of the contract for the life of the contract and then to move customers to different prices. That would be fair. Since Vodafone doesn't like that option, then as a user I will use my full rights under the agreement to make sure they don't take advantage of me -- and if that means running up my charges to get out of a contract then that is simply my only way of retaliating against a fight Vodafone started.0 -
Had a call back today from Dan; as my (August) bill would have increased by more than 10%, I've been released from the contractual commitment so can cancel without penalty.
Pack code issued too.
Result!
Now... where are all those £10 per month HTC/Android phones with unlimited data & £240 cashback =O0 -

Unless you want to argue with them, they'll use the bill issued before the notification txt was sent.
i.e.
My notification txt was sent Sept 13th
They used my August bill (issued 25th Aug.)0
