I can see your reason for wanting to wash it in the driveway.
If it is not gathering into a puddle or seeping into a crack I don't see the difference between that and rain. That said I knew someone who used to go ballistic when this happened and the rain argument just didn't wash (sorry).
Disputes with neighbours blight everyone's lives - even those 'in the right'. So I would make overtures - even if it chokes you. Plus initiating the latter sometimes gives one the moral advantage from the off. I resolved one bitter long standing dispute by taking round some special brew saying life's too short to argue. He was putty in my hands thereafter!
I would invite him round for a drink, explain your position especially regarding the son then offer a compromise. Such as alternating road washing with drive washing/son helping. When naturally you will have a stiff brush on hand to brush away any standing water.

Really, quality time eh, ten pin bowling, skating, the park, football, fishing, all bow to the pleasure of washing a car and listening to dad arguing with the guy next door.
We both enjoy washing the car so yes it is quality time. Are you looking for an argument?
