OP I'd be more concerned about your OH than his mother, I can half understand her 'mothering' him (although it is too much) but you'd think he wouldn't want to be with mummy all the time!

They do, but that's because they're selfish and care more about their own pleasure than the poor creature they pretend to love.
My dog was left alone for 12 hours a day from puppyhood and the two fools who owned him finally handed him into a dog rescue as he was "bonkers" (their words)when they came home from work at 8pm.
BTW, pigpen if your dog has fleas, ticks and worms he is not being cared for appropriately. Frontline and Drontal will take care of these issues, with the occasional use of a tick puller for emergencies.

If they can't arrange for the dog not to be cooped up on its own without being able to relieve itself nor benefit from any interaction for hours on end, then no, they shouldn't have a dog. It's quite basic really!
It doesn't have to be 'cooped up', I leave the back door open most of the time and I have a big back garden, he likes to spend time outside, he can also 'relieve himself'.
