Try unplugging the computer from the mains and then pressing the power button for at least ten seconds. Make sure the cables are securely fasten and then plug it in again.

Does the monitor work on another PC ? does your tower beep at power on ? Does it have two sockets for the monitor i.e. one on a graphics card and one on the motherboard ?

The monitor was working fine with that pc until I pressed the wrong button when it wanted to start up in safe mode - there is no other pc to test it on. I'm pretty certain that the tower is the problem rather than the monitor. It doesn't beep (but I'm not sure if it ever has). I don't understand the the last question...

On the back of the tower, there may be an identical fitting to the one the monitor is plugged in to, but on the motherboard

OK the monitor coulkd be tested using your lappy , disconnect the cable from the tower and plug it into your lappy , there should be a socket on the lappy for it, but shut the lappy down first just in case the monitor has the problem. Then power the lappy up and see if the monitor determines there is a signal, and you should have a function key on the lappy that looks similar to a picture of a desktop and a tv side by side.

Turn the machine off and remove the plug from the socket. Then you can move one of the panels away from the side of the PC, so you can get access to the RAM.

Take it out carefully and clean it with a pencil eraser or just a piece of soft tissue. Make sure the slots are clean and if so, replace the RAM and make sure it is properly seated.

Plug it all back in and report back. :)

If the monitor was the problem, it wouldn't be likely that it would show 'no input signal'.

No but the cable could be , or it may be loose, just excluding one possible problem , or it may be the gfx card ....
