I really don't understand how the remarks relating to the OP's opinion of her thieving neighbour's garden really has anything to do with this. If I lived next to these nightmare neighbours, I wouldn't be too complimentary of them either.
The greater danger, for most of us, lies not in setting our aim too high and falling short; but in setting our aim too low and achieving our mark

No, theft is taking something without permission - they did not take the item from Parcelforce, they were offered and accepted it - Parcelforce gave permission for the neighbour to sign so there is no theft here.

As far as the recipient is concerned the parcel has yet to have been delivered - whoever has got it, the OP has the choice to obtain the package from them or insist Parcelforce do, if Parcelforce do not reclaim the package then the OP will report the package as unreceived to the shipper.

I would imagine the local Parcelforce will engage the police if the person who did sign for the package refuse to return it.

It's surely obtaining goods by deception, as parcelforce gave it to the neighbour to pass on to the customer, not to keep.

You need to look at the bigger picture. If OP can be like that about the neighbours tidy well kept garden, what else are we not being told? Its one of those situations where you can be certain there is her side, the neighbours side then the truth.

They are thieves. End of story.

!!!!!!, why start blaming this relationship on the OP. I have some real a**holes for neighbours, but I wouldn't steal from them. They are, clearly, scum

Nobody is saying the neighbours are not thieving scum, but you have only the word of a rather bitter OP who feels the tidiness of their garden has some bearing on their morals.

Speculation is not fair and unnecessary.

I read nothing about the garden being kept neat and tidy, just that it has some tacky lights and big fences etc. But I fail to see why that would ever be a justification to steal the OP's property. Like I said earlier, if they are that sort, I'd be calling them more than just "tacky."
