which the census when I checked stated was used for a head count every ten years of population and did not ask for personal questions such as how many rooms are in my house, what car I drive or security questions when DVLA, and other departments have this information already.

If the Government already has the information, what's the problem with sharing it again? At most, you could accuse them of being disorganised.

Also, people have been fined. Explain that. If the law is not workable, where are the successful challenges to those fines?

So why did you refer to the Terrorism Act? Plus, I'm guessing the Offences Against the Person Act doesn't exist in your world ...

As one of the 'trained' people that you referred to, this concept of status law is not one that I am familiar with.
