They get all the details from 'the system', my wife receives nothing other than CA & CHB + my sons DLA.
Did you forget child tax credits aswell.

Our problem is that we will not be getting the £1 IS. I'm not complaining I just don't understand it.
Obviously not receiving IS will mean we will not be able to get Council Tax Benefit or Free School Meals.
In past years when benefits have risen in April it has never caused a dramatic change in circumstances.
I certainly don't want to be claiming anything it's entirely due to an uninsured unlicensed (in the EU) dangerous driver that has put my family in this awful position.
There is no-one to ask they shut down the local Job centre a couple of years ago the Advice Center is in Swansea 45 miles away.

You don't need IS for either council tax benefit or free school meals. These can be claimed without IS.

You will still receive full if not about99% of the Council Tax benefit and will still be entitled to free school meals
Forums can be/are a good guide to entitlement and it is good practice to back it up with clarification from the relevant department/specialist with written confirmation to safeguard yourself.

A client's child who is at school will be eligible to receive free school meals if the client is entitled to CTC but not WTC, and the award is based on a gross annual income of £16,190 or less.

I read your assessed income will be approximately £2800 CA and £6500 IB therefore you should meet the criteria.

You need to get the wife to stop claiming the carers allowance for the child and re-claim it for looking after you, then you claim carers allowance for looking after your son, although you will not get paid it due to your IB you will then get an extra £30 weekly income support, sorted.
