    Only a client who is designated as a 'person in hardship' in a vulnerable group may claim a hardship payment in the first two weeks of being disqualified from JSA.     Any other client will not be able to get a hardship payment for the first two weeks of suspension from benefit. During this time, s/he will also not be able to make a claim for a social fund loan, except possibly a crisis loan. After two weeks, s/he may claim a hardship payment and may receive one if s/he can show that s/he or her/his partner would suffer hardship if a hardship payment were not made.

    As it has been at least 2 weeks he may apply and should be able to show hardship due to homelessness and no income, he would be well advised to have a level head as demanding is not taken too well.
    Forums can be/are a good guide to entitlement and it is good practice to back it up with clarification from the relevant department/specialist with written confirmation to safeguard yourself.

    You can get it through the job centre when JSA has been sanctioned - here is what the CAB say:

    Hardship payments and Jobseeker's Allowance

    A hardship payment is a reduced amount of Jobseeker's Allowance which you may be able to get if you have been refused Jobseeker's Allowance, or your benefit has been stopped, because of doubts about whether you are available for and actively seeking work. You can also get them if you are waiting for the Jobcentre Plus office to decide whether you meet the jobs seeking conditions or if you have been sanctioned (see under Jobseeker's Allowance and sanctions).





    You should tell him to go to the CAB - im sure you can google search for the nearest one to him - and they can offer him some advice also.
    6 debts down - 1 to go: just over £1000 though, soon soon....

    Exactly, don't advise about entilement, there is no entitlement as he has been sanctioned but they may give him a hardship payment and the best advice is to apply with a level head.

    Aimed at who?

    I am stating good advice and have given OP useful information on hardship payments and eligibility but if you contact JobcentrePlus with an attitude and talk about 'my entitlement' you are not going to get very far, they are human and expect to be treated with respect, therefore i was forewarning OP to let his friend know to go in with a level head.......
