I agree with the OP. Two points about overtaking parked cars spring to mind

• If people more parked on their drive and not on the road then this situation would be less common, so reducing road accidents.
• Approaching a car parked on opposite side of the road, so I have clear priority over oncoming traffic.
  The approaching driver number 1 overtakes the car - fair enough lots of time
  The driver 2 overtakes - that's cutting it a bit fine
  I slam on the brakes and sound the horn only to get black looks from driver number three who insists on pulling out!
  Sheep Driver 4 sees the opening ...
