Generally when things like this are banned, older stuff is grandfathered in. I can't speak for the other regimes that Jase mentioned, it's quite possible that China just banned the lot.
But what California effectively did was to ban all new US sold diesel cars from being registered in California, thus banning Californians from using them.
The US is also a lot more strict on ensuring that when people move, they actually register their cars in their new state. The fines for not doing so are pretty severe.0 -

The Prius is more damaging to the environment than some of the biggest gas guzzlers on the planet.

I do and don't agree.
It's not the greenest car out there despite the claims - but it's a good demonstration of the technology and will help the advancements in such by returning some of the £stupid R&D that goes into these things.
The article you linked to is pretty biased since the Prius has been proven to have a lifespan of far, far more than 100,000 miles.
Also - the low taxation status with BIK, congestion charge etc means you can successfully stick two fingers up to the Government which given they are doing their best to make motoring a misery in this country can't be a bad thing.0 -

But your not doing that..... This whole global warming con is making billions for the government and probably just as much in back handers to MP's who have links and/or shares in companies within the multimillion £ environmental industry (yes it's an industry)....
Lets take for example recycling (a good thing), but who wins the local council contracts for domestic waste recycling? No not the cheapest for the tax payer!!! it's the one that hands over a wad of cash to the right person..... In exactly the same corrupt way that highways maintenance contracts have been handed out for hundreds of years!
