My advice is not to pay anything to Royal Mail or the Post office if you can avoid it; although I acknowledge that for some people (running a business, etc.) this isn't possible.
For myself, I always try email in the 1st instance for friends, work or contacting private/public companies. I will normally find an email address for contacting companies 80% of the time. For friends and work collegaues, it is 100%.
For when I can't get an email address for a company, I always insist that they provide me with a freepost address. If they can't provide one, I then insist that they re-imburse my postage costs. This month, I had to pay postal costs for returning some rail tickets to a rail company. However, before I did this, I ensured that I had an email from the rail company confirming that my postage costs would be paid back to me.
I also attach letters and scanned documents to my emails if needed; especially when communicating with companies.
I accept that there are instances, when you have no option to pay postage costs for mail that you send to people; in particular for Xmas and bithdays. If I do this, I always get a proof of posting (certificate of posting, special delivery, etc.). However, I did not pay any postage costs last year for letters that I sent to companies.
With regards paying Royal Mail for any items sent to me which do not have the correct stamps on the item, I never pay anything unless I have prior knowledge of what the item is.
18 months ago, I got one of those red cards through my letter box to advise that I had an item to be collected from the post office and I had to pay extra costs to get it. As I had no prior knowledge of it, I didn't bother collecting it. I never found out what it was. For the individual/company that posted that item to me, they will just have to resend it with the correct postage costs. I have no idea whether this happened or not.

Although I don't think she has to personally take the blame for the fact that they don't have some reciprocal tracking system with other country's postal authorities. It may just be too expensive.There are two types of people in the world: Those that can extrapolate information.0 -

if the delivering countries postal system/service provides RM with the tracking data

Ah I see. And there was me thinking that expression referred to 'mankind'.
Well, it did until the feminists started asserting themselves.
The 'man' in 'postman', 'fireman', 'milkman', etc all referred to 'man' as in 'mankind'.
Rather than leave this eminently sensible situation to stand and concentrate on getting rid of he/him/his/she/her/hers we had to come up with new names for these and similarly named jobs.
So, basically, you can't have it both ways. Either it's OK to call a fireman a fireman or you can't expect people to assume 'man' may refer to 'woman'.There are two types of people in the world: Those that can extrapolate information.0 -
