With regards to S59 or whatever it is that has been quoted, if the council/LAPD/VOSA (as if!) are going to sit in a bush with a decibel meter and wait for him to go to work at 5.30am to see if it can be classed as causing an annoyance, I'm a rubber duck. What would they do, video him coming out of his house, get into his car, start it up and drive off. "This m'lud, is anti-social behaviour in its worst form." Get a grip.
Unfortunately, no empirical evidence is needed to issue a S59 warning. If a resident complains, and the officer thinks it sounds loud, then you get one. And you can't appeal it. It sucks. A lot.

Although having said that, a town near me (Bury St. Edmunds) is currently going round with dB-meters, giving out tickets for cars over 90 dB. No idea what the legal basis for this is, but that limit is way too low (many cars would fail this from the factory!)
Nothing I say represents any past, present or future employer.

Oh goody, can I ask that my local council start using quieter bin wagons then as I'm sick of them waking me up at 6AM every Tuesday. It's completely antisocial.

Ask them not to stop outside your house. They would agree to that, and it'll keep some of the noise down.

Dont really get the 99% of posters who are giving advice here. I leave for work at 6am, so do most of the people i know, if not earlier.

My neighbours dont bat an eyelid.

How long do you guys want to sleep!!?? Working people, who pay the taxes that finance this country, can be up, about, and out to work by the back of 5am easily.

Thing that really bugs me, if im on night shift, like a lot of public sector workers, gets woken up unexpectedly, and uninvited at midday by someone at their door...thats much worse!!

OP, you're doing nothing wrong, if people in your street cannot stomach the fact some people have to leave for work early, and do not appreciate the benefit you provide to society by doing so, thats their problem.

Once again this forum is exposed in a really clear way for what it is.

    Pathetic.

PS - I loved my Mini with a stage one kit!!

And because you owned a tuned mini your response is clearly biased.

They'll just leave a metre with the person making the complaint same as the council do.
  • My car can be loud if I want it to be, but normally it'll just tick over and all you'll hear is a low 5 cylinder rumble, until it's warm enough to drive off. If I give it some revs, it'll rev up to about 3k, burble, pop, crack and the chav valve will kick in lol.

There is a van that parks opposite our house that is generally started at about 5.45am and left to idle for ten minutes before being driven off. I can't say I appreciate it but I don't think there's much I can do.

If they're back in the house having a coffee while it warms up you could nip out and switch it off.... and leave a note behind asking them to use a frost cover on the car as it was waking everyone up.

If they kept doing it then complain to their emplyer if it's a works van ( they shouldn't be leaving it running for over 5 minutes, iirc)
