    But it still shouldn't take fifteen minutes to cool a car down.

    Uhh. This was to keep it cool. I thought that would've been fairly obvious given I'm describing a situation of being parked up in a layby next to a burger van.

    If you start your car on the road then get out and leave it running your insurers will confirm you are an !!!! by not paying out when the local trash "takes" it

    Yes, yes. I've absorbed that bit thank you. I was asking why it was illegal (as opposed to just ill-advised).
