The picture the OP saw had a picture of a piece of cake next to the coffee. I think a lot of people would assume that that meant the cake came with the coffee.
But surely it would say coffee and a piece of cake.

But I'm more interested in "complaining got us ignored". How so? I can't imagine what's happened. Did the OP drink all the coffee? And then complain it was horrible? If I expected a cake and a latte, and got a ginger-flavoured drink I didn't want, I wouldn't drink it. If I did drink it all, I wouldn't then expect my money back! More fool me for drinking a horrible drink. But I've drunk it, so I'm happy to pay for it.

OP, what actually happened?! Did you drink the coffee?

The place was crowded, I saw a picture and thought I was getting what was in the picture, after all it was 89p extra! All the other pictures in Starbucks show what you are getting. When I say ignored I mean just that, even after I queued up again to speak to someone about changing my order.
As for Debenhams, yes, we could have checked but my wife bought them separately from my purchase of the coat and was buying several items at the same time. Plus I have always thought Debenhams the type of shop you could trust to charge correctly, now I know different so people in the queue will just have to wait while I check the receipt before leaving the till.

If it had said ginger cake AND latte then I would be annoyed. But in Starbucks, it's fair to assume that a ginger cake latte is a ginger cake flavoured latte.

So going back to bryanb's example - if you bought a Dairy Milk, would you expect a glass of milk along with the chocolate?
    Gone ... or have I?

No, but we are always seeing in cafes and food outlets pictures of what we are ordering, a full English breakfast for example is pictured with a cup of tea, would you complain if it came without the tea?

Are we going to have to put 'this is a latte coffee drink with the flavour of ginger cake' next to the 'caution Coffee is hot' sign?

Reminds of the time I was in a queue in Boots and the woman in front was lovely complaining that '3 for 2' OBVIOUSLY meant 3 for two pounds not 3 for the price of two.

Like that occasion, this is a simple misunderstanding not an attempt to defraud anyone.

To be honest I am not, no. Plus if I ordered an English breakfast I would not expect a cup of tea to come with it unless it stated English breakfast with a cup of tea.
