But maybe they have been employed by asda for traffic management and are not there for enforcement so there would need to be no signs. Lots of PPC's offer a rnage of services not just Enforcement
You could be right, there is not much else around the area so abuse would not really be a problem.
They were actually doing a good job of keeping things moving. As most want to park next to the front door.0
