Just ignore them and their threatening letters, they will go away eventually.

You only need to respond if you receive stamped court papers, which is highly unlikely.

Never lie, there is no need to contact them at all, so there is no need to even contemplate it.

Just ignore them, you don't have to pay them anything, if you wait long enough you'll get a 100% discount, that means not getting upset and actually laughing at their hysterical attempts to scam you. Would it help if you thought of them as Nigerian parking patrol office? because basically you would ignore a nigerian prince asking you for money, wouldn't you?

What does the new law after september 2012 say?

Basically it invites the RK to disclose who was driving if it weren't them. It also provides popla which is supposed to be an independent appeals process that parking companies in the bpa aos in England and Wales must abide by. Which means that it costs them £32.40 for each appeal and its not binding on the motorist.

It still doesn't make an invoice enforceable, it still means that any charge can only be their losses, so in a free car park that would be zero, in a p&d area the landowner (only) can take action in the small claims. If you looked at vcs v hmrc on google you'll find that parking companies have no legal right to offer parking or to make a claim with mcol.

Thanks very much for explaining the law, I parked on a street on a bonnfire night in Manchester, which allegedly was the private car park, I never parked on a double yellow or caused obstruction, and it was so busy that day that almost 30 cars parked exactaly the same time as I did and everyone got the ticket, now you said popla will cost them £32.2 which is not binding on me, but how about the increased amount they want me to pay (£150) if I'm failed to pay within 28 days?

Part of ignoring them is not paying them either, they can increase it to whatever they like, but it doesn't mean you should pay it. The only way that they can make you pay is to take you to court, these jokers never went once to mcol in 2011. After the vcs v hmrc upper tax tribunal case they have no right to offer parking.

What interests me in your reply is that you were parked in the street, are you sure this is private land ? If its not what they are doing is illegal and should be reported to trading standards and the dvla

When I parked with many others, as we were all rushing towards the heaton park to watch fire works, there were no signage of the street being a private property but when we came back I saw warning signs everywhere.

Makes no difference though, still ignore them. I had a look on google street view at the park, it looks quite nice but didn't see any signs

Jeez you are taking this far too seriously! Look - ignore all the letters. Then ignore them some more even if you've tried POPLA. Ignore the PPC again.

    Search and you'd see:

    https://forums.moneysavingexpert.com/discussion/4360185

You would also see 'your letter' (an exact pic of the template letter you actually read - why? do you read phishing emails word for word too?) here:

    https://forums.moneysavingexpert.com/discussion/2329119

NOT LISTED UNDER UKPPO?? Then look at the letter chains of other PPCs!!

Find your letter on that second link and you've found the next letter, and the last one, previewed for you. How on earth if just playing snap with some predictable letters anything to worry about?!

    :)
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
