Hi

I got a "ticket" from these lovely people the other day, UK Parking Patrol Office, Office 309, Great Northern House, 275 Deansgate Manchester [edit: I notice that the address is simply a mailbox - how professional!]

I was parked on private land for literally a couple of minutes picking somebody up, and had a disabled badge displayed on the vehicle.

I've no intention of paying them a penny, but I wonder what you think of the wording on the "ticket" which states that it is an offence for an unauthorised person to remove or interfere with this notice. Surely not? Surely it's just as legally valid as the pizza menus I keep finding under my windscreen wipers?

Also the reverse of the ticket states, "this ticket has been lawfully issued and the collection procedure will be processed in accordance with the administration of justice act 1970". Lawfully issued? How so?

Any answers greatly appreciated :)

    Funny you should say that. I have just emailed another PPC (Valid Parking Ltd.) asking them what statute law is being broken by the "unauthorised removal" of their toilet paper. You can see the actual notice here on their website.

    As for that 1970 act, this from the National Debt Line:-

    The Administration of Justice Act 1970.

    Section 40 of the act provides that a person commits an offence if, with the object of coercing another person to pay money claimed from the other as a debt due under contract, he or she:
    (1) harasses the other with demands for payment which by their frequency, or the manner or occasion of their making, or any accompanying threat or publicity are calculated to subject him or his family or household to alarm, distress or humiliation;
    (2) falsely represents, in relation to the money claimed, that criminal proceedings lie for failure to pay it;
    (3)falsely represent themselves to be authorised in some official capacity to claim or enforce payment;
    (4)utters a document falsely represented by him to have some official character or purporting to have some official character which he knows it has not.


    Bullet-point #4 shows that the parking company is breaking the law by pretending to be some sort official body by the wording on that ticket envelope.

    The Pizza menu is probably more relevant as it does not contain so much crap.

    I suppose it would be an offence if it was given to you and you wanted it and I came along and deprived you of it!:D:D Cant see you wanting it though do you?:D

    Oh it looks "official" alright, starting with Parking Charge Notice and an official looking serial number, right down to the colour and layout of the ticket. It looks, at first glance, exactly like a council ticket.

    If and when they send me their first "threat", there's a part of me which thinks it might be fun to bait them. I know they haven't got a leg to stand on, and I've got time on my hands, so it might be fun to waste their time for a while :D

    I know it is tempting but I would not bother. It just encourages them. In their tiny world making the tickets look official is in the hope your intimidated and pay or appeal by totally ignoring them will wind them up enough.

  • hi please can you tell me, after ignoring these so called 'official notices' what will happen if i just continue ignoring them?

    im worried they will charge me silly fees for bailiffs etc if i ignore them or cant they request anything from me?
    im not sure i can be bothered to go through the courts to prevent payment?

    thanks for your advice - assuming your advice is legally correct?

    I've now had a letter from this delightful company, which can be seen here:

    I know I shouldn't reply but I thought it would be fun, so now they've wasted money getting my details from DVLA I've written to them asking them a) to confirm who was driving, (b) confirm their authority to act on behalf of the landowner, (c) to confirm whether or not the warden checked for a blue badge, (d) the landowner's policy for conforming to the Disability Discrimination Act, (e) to provide a copy of any contract between the driver and the landowner along with evidence it was knowingly and lawfully agreed, (f) to justify their £60/£90 charges under the Unfair Terms in Consumer Contracts Regulations, and (g) to justify the tone of their ticket and letter under the Administration of Justice Act.

    Either they'll tie themselves up in knots trying to answer, or (more likely) they'll ignore it and send me the next automatic threat. Up to them, really.
