you are indeed confused, there is no such thing as a £65 standard rate, it's £60. As stated numerous times it's the tax on the allowance you get back

The wife is a Vet nurse and launders her uniform and has for 10+years. She is part time and works 4-5 day weeks. 20-30 hours variable.
Can i claim for it?

veterinary services do not fall into a specific industry category as they are not counted as healthcare so the claim is £60 per year - assuming she can legitimately state that her clothing is either a logo'd uniform or (more likely) that it is personal protective equipment (eg overalls/ lab coat etc) in which latter case it does not necessarily have to have a logo
the fact she is part time is irrelevant
you write a letter - use the template such as shown in post #1 if you want0 -

The uniform has been supplied and the t-shirt/sweatshirt has the company logo on it.

Courier (contract) driver, not multi-drop.
