    I too got quizzed when taking photos of APCOA signs at Luton Airport but at least that was by airport security and that is their job.
    I suggest the next time Mr Sweeney APCOA blocks you in and questions you ring 01234 841212 Bedfordshire Police HQ and tell them you have been unlawfully detained and or harassed / threatened by this moron ..
    Not suprisingly at an international airport the Police are never too far away and I'm sure they would be happy to explain to this halfwit that security and counter terrorism is the job of security and the Police.
    I think I'll nip up there later and take some very obvious photos of the signs and the van just for a laugh...these private individuals who have no statutory powers need putting in their place !!

    Saw this moron on his tea break the other day ..parked on the pavement and a double yellow line ..guess I'll let him off the DYL as it is a FAKE .. i.e. on private road so has no meaning...

    To answer your question I have sucessfully ignored 3 enforcement notices from APCOA at Luton Airport ..so yes they are "unenforceable" because APCOA won't ever go near a court to attempt enforcement. (They'd lose and they know it for all of the reasons you mention and many more. )

    APCOA are using the same camera signage the police and authorities use to indicate fixed speed cameras and on official speed camera vehicles. Would be fair to suggest they are intentionally impersonating the law!

    Not really a symbolic picture of camera to indicate the prescence of a camera seems really quite reasonable compared to the other ridiculous stunts they pull..

    Yet again APCOA are still issuing these fines! My wife received one today and it reads the same as all the others... £80 fine for Droping off or picking up outside a designated area. There are no signs anywhere inidcating that you cannot simply drop someone off. We are both new to the area and have never been to Luton airport before and had no idea that we would be fined by this what seems to be a scamming fine scheme...

    Greatful for any advice regarding the legality of this and what they are legally permitted to do. I am slightly concerned as how they can retrieve our address from the registration of the car....

    Can someone answer that one? As surely only DVLA and the police are able to retrieve this personal information..

    It's the DVLA who give the PPCs the information even though they KNOW the registered keeper is not liable. Relevant reading on CAG forums:

Once you have seen the letters and realised that NOTHING happens after the threats, and also seen the Watchdog link, you will understand that your case is the same as all the rest. The sticky threads also have the 'legalities' covered, if you can call it that, when it is really just a glorified protection racket.

    Although this is not a fine and can be easily ignored, with respect,once you enter onto the private road infrastructure of Luton Airport the whole area is plastered with signs that say "No stopping to drop off or pick up passengers". As I recall the only area that does not have them is directly in front of the terminal,but to get there you have to drive past two whacking great no entry signs !!

    If you want the offiical reason why DVLA believe they can release data to these parasites check out their website entry on the subject.

    For a start they are not "fines", and secondly I imagine they took our advice and ignored these clowns.
