Now we have a property with a leaky roof, no heating, no hot water, no cooking faciities, and dodgy wiring. What sort of tenant would accept such a situation? Is there maybe no water supply either?

Ok having done a little research this all makes sense now. According this thread https://forums.moneysavingexpert.com/discussion/851565= the OP is owing a fairly tidy sum and is making very small payments. Many people end up in this situation.
Whilst I'm on a roll with the shot in the dark I'll continue. I'm guessing the reason why the OP is seemingly willing to accept the shoddy nature of the house and the landlords don't really care attitude is more than the fact they are (or had been) friends. The concern may be that the cost of moving is something they cannot afford. So you accept it an think things will get sorted eventually.
I've been in this situation (not with kids) and yes it is awful. Once I got the money together to move I am a different person, totally relaxed, wondering !!!!!! I was doing. Re-read your posts again, without taking your circumstances into account and think how would I respond to this person? Some of what you are saying sounds crazy but in context it is not as crazy as it sounds. I can udnerstand it is daunting to even consider moving ESP when almost ever letting agent does a credit check and charges an exhorbitant sum to do so.
At the end of the day there is ALWAYS a debt solution, you can get more money, if you get carbon monoxide poisoning you can't get another life. If I may be so bold I would suggest both problems need to be tackled, the post on debt suggests a similar lack of objective consideration. Saving with the credit union to get a loan isn't going to pay off £20-£25000. If I'm wrong then I stand corrected but how is that issue going?
You may want to post this thread or a link on the housing board. Also speaking to the local authority regards to the gas situation may help if you do need to move. You can move out today if you wish, (the place by your description the place is uninhabitable), you don't need anyone's permission. Since your LL is not concerned with legalities, I wouldn't worry about him pursuing you for rent in lieu of notice. Does he hold your deposit, if so how is it held (though I think I can guess the answer)?No free lunch, and no free laptop0

no there is no deposit held by my landlord just wanted rent when i moved in so if i moved out he will be losing not me

I have emailed him twice once last night and once this afternoon asking for a gas safety check to be completed on the property and to let me know when its been arranged so that i can be here for it to be completed.Thanks

I wonder what else he is doing. Does his mortgage company know he is renting a property out? What about tax office too?
If he is prepared to blatantly break the law assuming he isnt qualified to reconnect gas that has be turned off due to safety the I cant help but wonder is total disregard for your well being and the law0
