Ask the person to get 3 quotes then pay the cheapest one
If your unable to pay in one go then maybe come to some agreement for a payment plan.

Look into getting a SMART repair done, such as Chipsaway, to sort the problem, they will just repair the scratches, lots of main dealers and traders use them, as said, take a picture of the damage, don't just let the neighbour claim for painting the entire panel, then asking for the sum of money on the invoice, as they may not be repairing it anyway, depends on the level of damage, some scratches can bu buffed out, was there a dent aswell, that is where a goos SMART repairer comes in, they can deal with all kinds of minor digs and dents.0

The the scratches are tiny as you say, there would be no need to get a body repair workshop involved.

She would never ever let me try and use a kit. The other neighbour offered to use some T-Cut(think thats what she called it) but her attitude was 'No I want it sorted so will get quotes'.
The thing that has hacked me off no end is she wasnt worried about my daughter in the slightest. Her Nana said she was crying and saying 'sorry, sorry, sorry' over and over.... I mean are some people made of stone??

Don’t even think about DIY on someone else’s recently aquired pride & joy, get a professional like “Chips Away” to do it.
Or if you feeling really cynical & manipulative, get tear-stained and grazed daughter to pick some daisies and take them round to the owner to explain that she’s really sorry, it was an accident and she’ll pay for it out of her birthday toy money.
If I was the owner not only would she get out of paying she’d probably get a contribution to the toy fund too0 -
