Honestly some of you really should think before you type. She did not produce a valid ticket for her journey = Penalty fare. We do not have to inform the parents that we have penalty fared their children. They get a receipt for the penalty fare.

So, if they don't have to inform the parents, why inform them after non-payment, just as £30 admin charge has been added? If the person has refused to pay take them to the Small Claims Court! But then you would look silly taking a child to the small claims court! It is after all, as you keep pointing out, the daughters problem and not the parents!0 -

I think some people on here are just looking to worm their way out of paying because they dont want too.

Its not worming out as you put it, its someone looking for advise on the forum, now that person has been condemed as a bad parent because she has come here and gave an opinion on why the rules in this case are completely stupid !
Now she knows where she stands legally after some constructive advice i'm sure the penalty will be paid!
Also this website is here to save people money, on this forum we advise not to pay ppc's their scam tickets, the op was asking if there was get out like the regulations not being followed properly like penalty charge notices on vehicles, of course that is just worming out of council ticket on a technicality, they must be bad parents for doing that !

They are all or have been suspended from accessing the DVLA database for gross misconduct!

Its not worming out as you put it, its someone looking for advise on the forum, now that person has been condemed as a bad parent because she has come here and gave an opinion on why the rules in this case are completely stupid !
Now she knows where she stands legally after some constructive advice i'm sure the penalty will be paid!

I never told anyone they were a bad parent. The rules are not stupid at all they are there as a deterrent to try and stop people from not paying their fare.
And yes she was wanting to worm out of paying the additional penalty when she tried to claim it 'was unjust and unenforceable'.one of the famous 50 -

Of course the rules are completely absurd, really relying on a child who knows they made a mistake hence the penalty, to go home and admit it to their parents that they have messed up is not is not what most kids do, really you can't be a parent of teenagers !

the rules are clear as day. buy your ticket before you board the train. if you do not you will get a penalty fare. It doesn't have to be paid on the spot. It doesn't have an age limit. It is the most unambiguous thing there is. And how do you know they dont have the ability to pay? i see teenagers with money on them who travel with us every day so dont give me that crap that they cant pay.

The rules are stupid, of course you must have a ticket to travel, but to rely on a child to tell their parents is absurd, also just because a child has money doesn't mean they earned it ! And you are making assumptions here on this child's ability to pay for a ticket, if she has no money on her or not enough how would they pay ?
Which brings me to the next point, why are there not barriers to prevent people from boarding the metro without a ticket ? Is it because the companies involved don't want the expense and the cash cow they have with this?
And I don't think the same rules apply to parking, i'm giving an example of penalty charges from councils, they are often flawed and can be appealed, the op must have thought this penalty could have been flawed for giving it to a child without informing the parents.

HMMMMM MMMMMMMM .. Pay the fine , make the child pay , ground her for the rest of her life and block the chimney as Santa will not be visiting.
I know she is under 16 but she still failed to give the parent the ticket, just as she may have failed to buy one. Now the parent doesnt want to pay the admin fee through the fault of her child. ( In no way is this saying you are a bad parent)
If she was in france , germany or else where will a pay and validate system , the systems are just the same , the only time a childs parents would have been contacted is if they are under a certain age eg 12 ..
This is my opinion and does not reflect the opinion of anyone else. Sorry if you don't like it .
