Please show me the rules to say this is fraud. I'm not advising the op to do this, just that I wouldnt in that situation.

Inactive- not necessarily fraud. I hit a guy several years ago, just after passing my test. I did contact both insurance companies, who replied that if it was minor damage, it needn't go through them.

Average in our area is 100-150 per panel.

My full respray- a deal negotiated for two cars with the same paint code- worked out at £650, including a rebuilt front mount and partial sculpting of a new bumper, and filling the skirts to look flush with the car.
Was as cheap because we supplied the paint, which didn't work out that much as we got traders prices on it!

Can I ask a question? My Insurance access is £700 which £500 is voluntary. So what happens when the repair bill to this car costs less then my access? Do I tell the man to not claim from my insurance or do I still have to tell them?
Your excess only comes into play if you claim for damage to your car.

I have realised how stupid I have been. I should have asked him why he was parked there with his hazard lights on and also taken a photo of the damage to his car.
Why he was parked there is nothing to do with anything, he was stationary, you hit him, your fault.

If you want him to not claim for his damage there might be an argument for getting a bit pro-active, ring him and find out if he has a quote yet, explain the advantages of mobile firms like chips away, ask when would be convenient them to call for a look, see if you can organise the repair for a time when he doesn’t need the car but offer to hire one if necessary. Generally be nice and make the repair happen with as little hassle as possible.

It will be a condition of your policy and any future quote that you notify them of this incident

    .

If you read your car insurance policy it says you have to notify them of any incident that may lead to a claim.

Where does it say failure to notify us of any incident is fraud?

You're supposed to notify your insurance company, as inactive has said. (Sorry Inactive, wasn't trying to square off in earlier post!) This is to assess your risk to them as a driver, etc. Failing to notify them you may be a risky driver could be considered fraudulent.
What I'd meant in earlier post is that if damage IS minor, and other party agreeable (you'll have to judge that, depends on what you feel about them), it's worth asking the insurers if you can repair it without involving the insurance company- if the damage is minor, many will allow you to do it without involving them. I've never had a 'black mark' as a result of the prang I had years ago.
What they advised me at the time was that if it was minor, not to consult them if I was happy to settle without involving them, but to keep any repair bills in case they ever required them. Was told if it did turn out to be more damage that originally thought then to contact them asap.

Right ok then i'll notify the Insurance company when I get his quote for the repair. I'm quite sure it was only minor because I wasn't going at speed, it just scrapped along thats all. I've asked him to email me over a photo so that I can get rough quotes as well.

Thanks for all your replies and advice.
