It would depend on how old the car is also, if the car is old he might just accept cash and not have it repair.

Yes be sure to ask him for a cash settlement and not go through the insurance as it would stay on you record for 5 years, meaning increase of premium and also you will not get your 1st year ncd.

I have realised how stupid I have been. I should have asked him why he was parked there with his hazard lights on and also taken a photo of the damage to his car.

He gave me his car details. It is a Focus from the year 07. So three years old yikes. Thats what he wrote down for me.

It's fairly newish, but not too much problem as you said, only some paint come off it, sounds like a light scrape.

I'll probably say should cost less than £100 to repair.

Get real, it will almost certainly cost more than £100.

You need to notify your insurers in any case.

I said it will probably cost less than £100, it may well be. You dont know how serious the scrape is so cannot say it will be more. I wouldn't notify the insurer if settle with other party with cash as that would put a black marker on my policy. Perhaps the rules requires you must, I wouldnt.

Please show me the rules to say this is fraud. I'm not advising the op to do this, just that I wouldnt in that situation.
