Actually yes it is.
They are too busy to sit still to poo.. and often think it is a part of their body they are parting with so don't like to poo. Gross as it sounds.. I persuaded a couple of mine to sit there to see if they could 'out stink' daddy when he goes.. or to see if they could make a 'big splash' ... while it is foul and I know it is it did work and made pooing fun.. if you can call it that lol.
This was exceptionally useful with DS3 who had a huge fissure so pooing was agony for him and he had to be pinned down to go.
It is normal for some to only go 2-3 times a week as well..

Does her brother eat reasonably?
You could put two bowls of afters - or two potions of what ever she wants - and give the brother one when (not making too much fuss of it) and when she wants hers you can say 'oh I'm sorry thingy ate all his dinner up, if you eat you dinner you can have your xyz too'0 -

Poor thing, my DD has had that on occasion.

My three year old did exactly the same today and I think small children are incredibly adept at controlling their parents through food. Mine didn't eat the stew or banana he was given for tea, then moaned constantly about how hungry he was an hour later. I offered a banana, an apple or some raisins - he declined them all. In my book, that means he's not really that hungry, and is trying it on to get something sweet.
He got zilch.0 -
Could you liquidise some veg mix it in with the gravy, just a bit to start with to get something down her. I think what I would do is all sit down put plates out and put an empty plate in front of her, then the rest of you just eat.
By raising the value of food, by not being offered any may make her want it, obviously if she asks for some give her a tiny bit.
