A "Chip and Signature" card doesn't support PIN verification so it doesnt ask the terminal to do provide a PIN. This is fine when using the card at attended terminals because a signature can be used. However, its worth noting that you wont be able to use an ATM and may also have problems at some unattended terminals that require a PIN such as services stations.
I know you can get cashback, but a Chip and Sig card is a compromise that isn't without its downsides.
Aside from the fact that few people know about them, there are a couple of reasons why they aren't popular: Debit cards are typically used for ATM withdrawals and people don't worry much about fraud on credit cards because its not "their" money.
If you decide its right for you, then by all means ask your bank for a Chip & Signature card, and don't take no for an answer if they muck you around.The whole problem with the world is that fools and fanatics are always so certain of themselves, but wiser people so full of doubts.0 -

They have to accept them. First of all, blind and disabled people and others have Chip and Signature cards. And people from overseas like America and Australia do not have Chip and Pin so they need to be able to sign.0 -

Until my credit card has my photograph on it (As per an old RBS card I had) I do not sign the back of my cards. Instead I insert "Signature verification by photocard only". I use my passport or driving licence to verify. Only one occasion in the past year has anyone asked for my driving licence, and that was in France, but I have used non-pin merchants several times....and Tesco had all their machines broken one time. It is down to the merchant to check the signature as he is responsible if I repudiate the payment. The till staff don't seem to apreciate that.0

Ive just found this thread, and have been reading it with interest. My brother had his wallet stolen last year, containing several cards, one of which he'd used in a store shortly before the theft of his wallet. This card was consequently used to withdraw a large amount of cash at a nearby ATM. He had reported the theft immediately, only to be told of the withdrawal, but naturally thought he'd be covered as he'd not written down the PIN, nor given it to anyone else. The only way anyone would know his number would be if he was 'shoulder surfed' doing the previous transaction instore.The issuing company however insisted that he was liable as the PIN was used, and demanded repeatedly over the next months that he pay back the money. (So much for the onus of proof being on the bank!) It caused my brother no end of stress, not to mention all the paperwork, and it took over a year and a judgement from the Financial Ombudsman to resolve the matter. Neither he, nor any of the rest of the family will now use chip and PIN. I wonder how many other innocent victims of theft are also being accused of fraud?0

The Financial Ombudsman Service, which handles consumer complaints against banks, now deals with about 125 cases a month of customers locked in disputes over PIN fraud.

I've been using many different Chip & Pin cards since they were launched several years ago. I've not been a victim of any fraud. I use my Chip & Pin cards safe in the knowledge that if they are stolen no one will be able to use them as they will not know my pin. I protect myself simply by putting my left hand over my right when entering my pin.
Chip and signature cards are not and never were secure. Many cashiers didn't even bother to check the signatures. Chip & Pin has reduced customer present card fraud and the vast majority of people successfully protect their pins.
There is no going back now, Chip & Pin is here to stay.0
