I decided to spend the afternoon converting my five debit & credit cards to the same PIN.

Anyone can quote the banking code and the myths surrounding Chip & PIN but as we all know the banking industry are whizz kids at maniputlating the legal system. The case of the 74 year old is warning enough.
By the way Waterstones and HMV have removed their PIN pads for the Christmas period - they are too slow.

I have now tired every ATM (eight in total) in my town and none of them will let me change my PIN number! >:(

Well, I think that means that either the ATMs you are using are not CHIP enabled, or that the chip in the card is faulty.
The ATMs would still let you use the card if the mag strip worked, even if the CHIP was duff, I presume.
If you've tried loads of machines, I would tell Cap One that the chip doesn't work and ask for a new card.
BTW have you successfully used the card to make a CHIP and PIN purchase? That would confirm whether the chip is working.

Also earlier:If the fraudster forged your signatrue then you can ask - for signature comparison, for prints to be retreived from the shops copy of the transactions slip - you can prove you never made the purchase

A signature is much better if your a victim - read your own posting of terms and conditions. "If you dont have a PIN you cant be held liable for its misuse!
If C&P becomes widespread and Joe Public opts for a PIN then crooks looks for the weakest point in a system to hit. A PIN!0
