    hun - the bullies mum may be aware of his problems and desperately trying to get help for him! it isnt helped if the school wont co-operate. I KNOW how you feel, but unless the bullies mum is herself part of the problem (and if she cried - then I doubt that) confronting her wont help. why dont you approach her again explain you were upset, say you realise her son has problems and the school isnt addressing them in a productive way - and ask her if you could both meet with head and explore options? If you could join forces then the head would have to listen! and once that is done then if the head is still unco-operative you can go to the governers and the LEA.
    BOTH children here are being failed!

    The mother is a huge part of the problem from what i can see.

    The school are doing there best, he isn't being failed by the school, they have tried their best to help him, then reintigrate him back into the class and its clearly not working. The head regularly meets the boy and his mum but to no avail.

    I'm not an expert obviously but i think he needs professional/specialist help which the school can't provide.

    I have to disagree with you gunsandbanjos - how is putting this child into a classroom despite numerous complaints helping him? your last sentence said it well! but is he being helped this way? NO!
    I am not sure why you think his mum is a HUGE part of the problem?
    I can see this from both sides - my son was badly bullied - yet my grandson was percieved as just a naughty boy until 5.......... YES five years later it was diagnosed as Aspergers! not a bully grant you...but a right oddball!!!
    I am concerned for BOTH these kids! I dont think much of the school because YOUR daughter was definately not Safe at school and this 'bully' is not getting the professional help HE needs.
