^^^ That's correct, on East Coast the ones with the 10% off have the asterisk/ are shown in red text.
It's worth noting that the 10% discount is only available on the "lowest" Advance fares that EC offers, so on some trains these will either be sold out or otherwise won't have been made available in the first place, in which case you'll be offered a more expensive Advance fare without the 10% discount.
This is what is stated on the East Coast website:The 10% discount is off East Coast lowest Standard and First Advance Purchase products (available only on lowest Standard and First Advance fares excluding trains arriving into London before 1115 or leaving London before 0929 or 1555-1901 inclusive (Mon-Fri). Lowest fares are on sale on all trains at the weekends).

I am trying to find the cheapest travel from Telford central (TFC) to Sheffield (SHF)
Travel out on the 9th March and return the same day.
Arrive before 11:00 am and return after 15:30
I have found a price of £19.50 single then I think another single at £19.50 return.
Can anyone find anything cheaper.

The advance singles are indeed £19.50 each way, but if you do the following its cheaper and valid on any train (subject to off peak return time restriction for Derby-Sheff, not before 0900 from Derby).

On the return leg, if the train you arrive in Derby on isn't going to Birmingham, then yes you will need to change trains.
Otherwise, you will not have to change trains at Derby.0
