That could give you a speed boost, but as you are a new subscriber your line will still be in DLM so will fluctuate anyway for ~10 days, with your line attenuation tho i would be inclined to believe O2's initial prediction of 19Mbps or at least 17-18

If you have extensions your ring wire may be the cause of the slower speed.
