Cold weather payments: quickly check if you're entitled

Ok, so I'm on IS and have a child under 5, I received a payment mid January, after checking direct gov my postcode is entitled to 3 payments. When I spoke to to JCP about my 2 missing payments, the first time I was told if I was due a payment I woud get a letter if I hadnt had a letter I wasnt entitled, I asked to speak to someone else then I was hung up on.
I phoned back and this time I was told that she woud send an email and I might get a phone call or I might get a payment.
I got a call back and was told that I needed to get a bank statement to prove I hadnt received 2 payments. Despite telling him that I had internet banking and had gone back through all past statements and recent transactions.
Will be phonin again later, will let you know if anyting changes0 -

You will only qualify if you also receive one of the following premiums:
a pensioner premium, higher pensioner premium or enhanced pensioner premium
a disability premium, enhanced disability premium or severe disability premium
a disabled child premium
Child Tax Credit that includes a disability or severe disability element
a child who is under five in the familyGone ... or have I?0 -

No payment for me today - not surprised as I had to wait 3 weeks after everyone else got theirs in Jan. Looks like I will have to phone them again - I am sick of this, what have they got against a single mum with disabled child? I'm still waiting for last year's payments also.0

I know deep down its not personal but at the same time they know when a payment has been triggered, they know they have to do a scan and inform JCP but why does that take weeks, surely there must be a better system.0
