OK so my partner returned to our car on friday to find an 'Excel Parking Services' ticket monkey dishing out their 'Parking Charge Notices' to a number of cars parked in one of their car parks. She had a valid ticket, clearly displayed on the dashboard, as did the adjacent car he was ticketing, but when she asked why he had issued a ticket she was told "Your ticket isnt clearly displayed". This, to me, is an absolute outrage; even following their guidelines they feel they have the right or the power to issue a notice!? What's the point of developing a system for fair and considerate parking if the very body that regulate it dont follow their own rules? Is there an ombudsmen we can contact to complain about this? We still have the notice and the ticket that was displayed and I certainly won't be paying them! Thieving scumbags!

Thanks, I will ignore them, but having seen the hoards of complaints I really want to do whatever I can to reverse the situation and put them in the lions den. I know that Ofcom/Oftel charge companies a fixed fee just for receiving a valid complaint about them. Maybe there is a regulatory Ombudsmen in this arena too??0 -

I'm afraid there isn't. There is the useless BPA which is a cosy members-club for the parking "industry". If you've seen their performance on Watchdog you will have seen that they think that all their members are angels, and it's us naughty motorists who are at fault.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -

Tell me about it! it's disgraceful that these kind of companies are even allowed to operate! Considering the scare tactics they use where they have no real legal grounding, they should be shut down for harassment and provoking stress. If I was to approach somebody in a car park and and demand £60, I could be jailed and liable to all manner of law suit, yet these people do it on paper and all of a sudden it's perfectly legal as long as they word it correctly?
We must do something! As citizens of a democratic society it our right to protest.

To gazzwozz, I admire you for wanting to complain! How about:
1. Make a strong complaint to the retail car park, wherever she was shopping/visiting (if it was a retail site?). Even better take any purchased items back for a refund, ask for the Duty Manager and tell him why you and your family are returning the goods and will NEVER shop there again unless they lose the parasites in the car park.
Turn down any offer to 'cancel the ticket'. Tell them you KNOW it's just a mickey mouse fake PCN as 'outed' on Watchdog and thanks very much but you are not so daft that you need them to rescind a paper aeroplane/bog roll threat. Embarrass any staff member who thinks it's a real fine by pointing out that you would expect a good, customer-focussed retailer to realise they and their agents have no power to 'fine' anyone in law, and do they really not realise that there's a scam being played out like a protection racket in their name?
Follow up that visit with a written complaint, copied to the UK CEO of the company and send a cc to the local/national press if you like, as well as Watchdog.

Complain to the BPA and to the DVLA (the registered keeper should complain once the first threatogram hits the doormat). If anyone thinks it's not worth complaining, read that link!

...then complain to other bodies like your nearest Trading Standards and the Office of Fair Trading as well about the harassment of the wrong person (registered keeper cannot be assumed to be the driver), the lies on the letters about Court, etc. Their threats almost always breach OfT debt collector guidelines - and lots of complaints can get a consumer credit licence removed from the debt collector the firm use! Your MP, the AA, the RAC, whoever you want to include in your complaint, the better. PPCs serve zero useful purpose and should not even exist IMHO; they are just leaching off the back of real businesses and their customers. I received a 'Parking Charge Notice' today from a car park privately operated by Excel Parking at The Square Chorlton-C-Hardy in Manchester - dated 19/4/11 for a contravention on 7/4/11. Having read the forums I am inclined to completely ignore the letters for a £60 charge (fine) rising to £100 after 14 days.
My question, however, is the fact that this is an ANPR car park so two small photos have been provided of my van (as I was delivering to a site on the car park which I can provide proof) - should I still completely ignore the letters - I was on the car park for 35 minutes (so the letter says).

Juts ignore. The pictures only shadow the van. They would have no way of identifying the driver from those images.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -

Watch the Watchdog video showing exactly what to do with any bogus PCN from ANY PPC (with or without photos of the vehicle, you, your dog - whatever they want to waste their money on!), and read the top thread as well for a preview of the letters you just need to ignore. It's not even scary, just like deleting phishing emails.
Nothing will happen, no CCJ, no Court, no bailiffs coming knocking. Just letters. Scary? No.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi, i recently recieved a parking fine at a private carpark in mansfield, i paid £40 i now have a letter demanding another £60 because i didnt pay the reduced amount within the seven day period would i be still ok to ignore this extra fine.

Yes you are crazyyou should not have them anything at all, you were not fined but scammed , don't pay them anything else if there is a loss they have received more than enough to cover it!
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0
