had a £80 fine months ago from excel parking services. car was parking in swansea no ticket was on car just got the loads of threatin letters m8 told me to ignore them so i did but this morn i recieved a letter from graham white solicitors and thought crap they taking me to court so rang them and had a go have i messed up by ringing them? from what i can see on here i may have wished i had read all this first lol. is that graham white even a real solicitors please help coz i been getting really worried!!!0

Graham White are in fact Roxburghe debt collectors, they are currently being investigated by the SRA for sending out fake demands for money from parking invoices, they have no powers to demand money , they are simply begging you to send money to them like a Nigerian 419 scam, would you send money to them if asked ? Thought not
Your mistake was contacting them, don't make another by paying themExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Simple answer is NO.although they will throw all sorts of legal claptrap into their letters to make you think you are so obliged.
Some of the tactics include :-
Implying that it is some sort of crime to withhold the driver details from them . (This is what we term a LIE)
Implying that you are obliged by Rule 31.16 of Civil Procedure Rules to disclose the information. (Since Rule 31 does NOT apply to the Small Claims in a County Court this is termed ..er ..a LIE)
Stating that they will seek a Court Order known as a Norwich Pharmacal Order (even though it would cost them far more than the original claim and they can not claim those costs back and since they are 99,99% certain not to be granted such an order and indeed no PPC has ever applied for one EVER ,this is also termed ..er..well..a LIE)
Quoting the doctrime of agency in contracts and using it to imply that even if you don't tell them the driver they can hold you the keeper responsible and recover the charge from you (This is NOT true ..which makes it ..well I reckon you guessed it ..a LIE)
Did I forget to mention that (some) PPCs have been known to LIE.
IGNORE them -you don't even have to answer their letters at all..answering even in the negative (as in I don't know or I don't have to tell you) just encourages them..IGNORE.
Personal experience -three charges from APCOA -all the same alleged contravention at the same place.
One Parking charge notice for each.
Followed by two follow up letters for each from Roxburgh ..a debt Collection Agency.
Followed by two letters for each. from Graham White Solicitors .(Roxburgh in disguise)
ALL IGNORED..and hey presto here I am having not parted with a penny ..it is now SIX MONTHS after the first letter !
Did I mention to IGNORE these companies ?0 -

No you didn't receive any sort of fine.
You got an invoice which you can and should ignore.

- The registered keeper is responsible for payment (lie)
- The RK must disclose the name of the driver (lie)
- They will "apply" for a CCJ (lie)
- Bailiffs will visit your address (lie)
- You will incur additional costs if it goes to court (lie)
The only thing you can believe on the letters they send you is the date, and I'd check that anyway.

In particular, Sirdan, I was overwhelmed at the length and detail in yours especially the information about what happened to you. This must be one of the most responsive forumns I've been involved with. I will now prepare my sample letters for DVLA, BPA, etc as per forums.pepipoo.com to which I draw the attention of any newcomers to this forum.0

OK so my partner returned to our car on friday to find an 'Excel Parking Services' ticket monkey dishing out their 'Parking Charge Notices' to a number of cars parked in one of their car parks. She had a valid ticket, clearly displayed on the dashboard, as did the adjacent car he was ticketing, but when she asked why he had issued a ticket she was told "Your ticket isnt clearly displayed". This, to me, is an absolute outrage; even following their guidelines they feel they have the right or the power to issue a notice!? What's the point of developing a system for fair and considerate parking if the very body that regulate it dont follow their own rules? Is there an ombudsmen we can contact to complain about this? We still have the notice and the ticket that was displayed and I certainly won't be paying them! Thieving scumbags!0
