I think it may also depend on the council. EG the local borough councils around here are a case in point. I know someone in the IT dept at one.That council has repeatedly cut budgets and reassesed staffing repeatedly. They have been reinterviewed and reapplied for their own job 6 times in the last 5 years as well as been through a value for money review that the whole council went through, some people had pay cuts from this review.
That IT dept have 3 technicians looking after more PC's and servers than the other council have 7 techs looking after.
I used to work at the DWP and was there when alot of the old inhouse services were contracted out and spoke to one of the contract managers who told me they originally had predicted they could cut staff and costs by 20%, but found in most offices this was not the case and were suprised how tight some budgets were. Mind you he also said too many chiefs not enough indians.
That has always been the issue in the public sector, too much management and red tape and not enough front line staff to actually get the service out to the public.

Theres some serious misinformation, generalising and from what I can see, dire attitude problems on this thread.
I've said it before. If the public sector is such a good deal, then stop moaning about it, stop insulting the people working in it, stop telling the people working in it they are lazy and expect everything o be given to them. Then, after you have stopped all that, get off your butt, go out and get a job in the public sector.
Thing is, no one does, because for all the venom they throw at public sector workers, they wouldn't work in the public sector themselves, because they know full well it's not as glorified as they like to make out in their arguments. They know the deal isn't as good as they like to portray.
The public sector is open to all. Everyone can apply. So for all of you complaining of those in it, and talking yet again of their only single perk, the pension, quit your bonuses, quit your crimbo holidays, quit your overtime, quit your company cars, quit your other perks, quit your performance related pay, and join the public sector.0 -

I am certainly not advocating the public sector is the best thing since sliced bread. What I am saying to those in it is; stop complaining, or get out.
God I couldn't work in the public sector, not least because I would become suicidal listening to the continual whinging!0 -

The reason this whole bunfight started was when the OP started moaning about pay freezes in the public sector.0
