If it was a man naked (assuming it were legal to do so) would you / your family not find it inappropriate to have to ensure you 'gaze' directly down your own garden when your neighbour is in his garden.

Theres a matter of inappropriateness here. Nudity at home should be in the 'privacy' of your own house or garden, NOT in an area where other people have to endure it.

I agree entirely .... "Nudity at home should be in the 'privacy' of your own house or garden, NOT in an area where other people have to endure it"

OP's neighbour is - in your own words - in the privacy of their own house or garden

    ;)

Surely there is a difference between a topless woman and a naked bloke?
I don't really like to see mens tackle out and swinging, but we are what we are, just because the majority of the population of the civilised world thinks it's terrible if we are naked, doesn't mean it's right!
But womens breasts, surely aren't that bad in the whole scheme of things? I'm guessing that it's two types of people that are upset by this, either they are old, or they are uptight busybodies who like to control what others do, or maybe a mixture of both.
Most people I am friends with, after they have been round the world and had their senses expanded, experienced different cultures, realise how narrow minded we are here in the UK, about certain things.

I once accidentally went camping on a nudist site in eastern Europe, it was a bit of a shock to stand up from putting up the tent, to see a massive naked woman bending over in front of me. :D But I wasn't offended, amused maybe.

But! you cry, that was in a designated place, this was merely in her own back garden, her own space to do what she likes within the law. I don't believe walking around topless is illegal and maybe those that have a problem with it, should look at themselves and work out why they do, rather than cry out that it's terrible.
Freedom is not worth having if it does not include the freedom to make mistakes.
