Missed call scam

ive had 3 missed calls all from the same number (02070196999). it always hangs up after a few seconds, and the one time i answered (without looking at the number, stupid i know) it went dead straight away.
i havent been able to find anyone else who has recieved calls from the same number although i have found a few with calls from a very similar number.
i know the 0207 is a london code but when i googled the number, it came back with no results at all, which i found a bit odd.0 -

Is there any way to get these calls refunded since they are scams, or does BT just happily make the charge?

The 070 numbers are not mobile numbers. They are "personal" numbers and appear to serve little purpose other than to confuse and mislead. Ofcom know they are being used to scam and have been allowing it.http://www.out-law.com/page-8107
Personal numbers must carry cost warning, says regulator

Telecoms regulator Ofcom has ordered that from September, callers to so-called 'personal numbers', which start with the digits 070, must hear a warning on the call's cost for free before being connected if the call will cost more than 20 pence.
The regulator also said that it is considering scrapping the 070 numbers because users think the numbers are mobile phones, and moving personal numbers on to the empty 06 number range. Calls to personal numbers from mobile phones can cost as much as £2 for a 10 or 15-second call.
Callers to personal numbers have in the past called 070 numbers thinking they are mobiles and have been shocked at the sometimes high cost of making the call. That has prompted Ofcom to deal with the price issue by making sure that customers are warned before making any call.0 -

I just had a call from 02070196999, hung up immediately I answered. Makes me wonder if its some automated dialler that checks who's in early evening and then sells the info on to telemarketers. I'm ex-directory like many people, but these b****rds use random number diallers to get round the privacy rules.0 -
Just had a call from same number. It sounded like a human who hung up as soon as he heard beginning of my recorded message.0

A few years ago, I worked in New Delhi setting up a call center for a company. It worked on the basis of automated calls and if the customer replied it would go to one of the call handlers who would try to make a sale. It was done to try and reduce the amount of people hanging up. It was awful!0

I have a personal mobile and a works mobile phone. At 16:41 yesterday I got a call to my personal mobile which was one ring then it hung up creating a missed call. At 17:10 yesterday a call to my work mobile phone did the same.
Both times the "Caller ID" number was 08444002020 which is managed by:

I don't THINK this is any more than a marketing exercise which some would call an intrusion. I'm registered with the TPS to stop telesales calls and I'm also on the register to reduce silent calls from automated dialers. I've checked these today to ensure the registrations have not expired (on TPS you have to re-register every year I think)
I've never given out both my numbers to anyone as the two phones are for completely different purposes so I defo think this is part of the company's effort to get recipients to call the number back and learn about their offer. Itr is 1p per minute from a landline but I don't know how much from a mobile.
Anyone got any views on this?
