I would contact the local paper if it was me to be honest.
If they are charging people for the mats can they prove they are buying new ones, from your description of the mats they can't be, so does that count as obtaining money by deception? I am sure they will write off most of that stuff as far as the tax man is concerned at the end of the year anyhow
I would also gone and found the cheapest set I could have found in the £1 shop and took them into the cafe and demanded my money back.
Just think how many times a day this practice could be happening quite a bit of profit I think.
The paper publicity will cost them more than £5 in the long run.

Totally agree with mariejader. Contact the local paper and I bet you'll find you're not the only one they've charged for damage to table mats. They're probably making a fair bit out of it.
Wouldn't mind paying for damage my DD done but they've already admitted that some of the marks where already there and they had already charged someone else for that damage which means that they should have used that money to replace them.0 -

I use cafes in the area when I go to visit customers and if it's one I use I won't be going back.
Whilst I believe that parents should control children and that even 3 year olds should be able to sit at a table and eat a meal without causing WWIII, they must have been pretty poor quality mats to be damaged by the kind od stickers a 3 year old would have access to.
I have seen people break plates and cups in cafes (by accident) and not get charged it's part of the wear and tear of running a catering business.0 -
Why are they charging you for a full set? I take it they already charged another customer £5 already. Don't all their tables have matching mats? They should have spares if they're buying all these sets. Are they replacing the whole set if one gets marked (obviously not). Cafe's in my experience, usually have the same mats on every table so there would be no need to replace the whole set.0

Instead of going to the local newspapers, how about a woman's mag with real life stories, such as Womans Own, Woman etc etc.
They pay for your story, you just call a number and give them the outline. They would also contact the cafe for their response. Would be seen by a wider audience.
