This would be the problem.
Payments to Paypal appear to be regarded as Cash Withdrawals by many card providers. This means you are charged interest from the date of the transaction, hence you getting the Minimum Interest Charge.
Paypal are best avoided like the plague from everything I have read about them.
PayPal is one of the most secure and favoured payment gateways in the world, it is used by a vast amount of small and large organisations as a method of payment, I use the PayPal API on my website as the only method of electronic payment for my customers and neither my customers nor I have had any issues.
With the new legislation under the distance selling act, PayPal et al are the preferred and lesser risk payment gateways to the small business.Since when has the world of computer software design been about what people want? Can I just point out that payPal is actually regarded as one of the worst 3rd party payment processors out there. The reason businesses etc starting using the service was because of the amount of people using eBay which left positive balances in their accounts and they thought it would fill a void in the market. No big news now, but 2 years ago when the larger companies started using it changed things somewhat - however their reputation (and subsequent stigma) remains....
What people fail to recognise is that when problems occur, usually they sit back and thus leaves the consumer unable to perform a chargeback etc.....
Secondly, they were unregulated in the UK for payment processing - a situation which remains the same today (think they may call themselves payPal SAR to avoid this complication now though)...
Thirdly - take a look here for proof of just how bad they really are: http://www.paypalsucks.com/
Obviously 200,000+ customers aren't wrong now are they!2010 - year of the troll

PayPal is fine when you're not having problems, but when a buyer tries to con you (saying they've not received the goods etc), PayPal will whip that money right out of your account despite having evidence of postage(+ delivery).
They may be the most favoured gateway but when a problem arises, they are the very worst for sorting it out. We’ve had to remove your signature. Please check the Forum Rules if you’re unsure why it’s been removed and, if still unsure, email forumteam@moneysavingexpert.com0 -

I am pleased to hear that you have enjoyed your dealings with Paypal.
I, on the other hand, have not primarily because I have not had any dealings with Paypal. Indeed I do not intend to for the following reasons :
(a) As in the post I replied to, funding a Paypal account runs the risk of being charged Cash Withdrawal rates on your Credit Card. This is something I never do because of the extortionate rates they charge.
(b) Purchasing through Paypal immediately revokes your rights to Section 75 cover because to the Card Provider you simply funded your Paypal account and any subsequent problems with those funds does not attract the benefit of Section 75 cover.
(c) I do not deal with organisations who charge £1.50 per minute to communicate with.
(d) I am reading more and more reports of people being scammed through eBay and Paypal offering about as much assistance as the local public convenience, including siding with the frausters and scammers.
These are the reasons that I say Paypal is best avoided like the plague, but if they work for you then I am happy for you.

Nick, this is not true if you pay for goods or services through the PayPal payment gateway, you do not have to be a customer of PayPal in order to pay for something, it may be different if you loaded funds from a Visa in to your PayPal account and then proceeded to pay via your PayPal account, now that is a different issue.
(c) I do not deal with organisations who charge £1.50 per minute to communicate with.
I would not expect my customers to contact PayPal as they bought the goods from me, I would deal with any problems.
If they are not happy with my service they may contact their card provider and request a charge-back or section 75 claim.

This is the issue, there is no recourse for s.75 with payPal nor can you do much with DSR2000 - technically your customer paid them, the issue is not between them and their customer but their customer and your customer - renders s.75 invalid.
As a retailer - well done on you for taking that stance, most sellers on eBay are not as ethical as you when it comes to customer service - maybe that is the real issue - you don't see a problem cos you deal with the problems.... a lot do not, however.... :T2010 - year of the troll

There are scamsters out their but most of my clients (touch wood) are pretty honest, the trick is making sure they sign for the delivery and as part of the purchase at the point of sale they must agree to the legal/T&C's before proceeding, if they don't agree then we do not do business - simple as that.
There are law's that must be adhered to under the distance selling act and this can be a wad of information to read through, but it is the law and if you abide by it as it is written you can't go wrong.
