DWP employment waiting list

Things are getting more confusing by the day.
I got the "you have been successful letter" in November and have just received my Disclosure form, I also know that my references have been contacted.
I got in touch with Newcastle today asking about a start date and got the following reply:

With reference to your email dated 29 December 2009, regarding the above selection exercise.
I refer to the waiting list letter issued to you on 12 December 2009 and can clarify you are placed 11th on this list.
Jobcentreplus are in a recruiting position until the end of December. They will be in touch with you during that time if they are able to offer you a post. Otherwise they will contact you in January.
I should advise that, whilst Employee Services Resourcing administers selection activity on behalf of Jobcentreplus, any offer of employment is made by the local business area and will be dependant upon individual business needs.
I appreciate that this is a difficult time for anyone awaiting a start date and that you will be disappointed with my reply. I would like to thank you for your patience and regret that, until Jobcentreplus provides further information, I am unable to give you any indication regarding when the business will be in a position to offer employment.

I have since informed Maureen that I have never received a letter mentioning any waiting list and have asked for a copy - it looks like I have been removed from the "you are successful" to the "you are on a waiting list" conundrum

I've received another reply, see below, I'm still confused but at least they have explained why there is a delay in contacting people

Please accept my sincere apologies my email should have read " I refer to the waiting list letter issued to you on 12 November 2009". Although this letter does not specify "waiting list" the Recruitment manager has confirmed the Jobcentreplus local business area requested a waiting list. Unfortunately I am unable to issue a further letter to you.
Whilst recruitment activity has not ceased, the significant number of successful applications for these posts, as well as the size and complexity of locations and positions available, has necessitated a full review of Jobcentre Plus's staffing position and has resulted in delays in contacting candidates to offer start dates.
I appreciate that you will be disappointed with my response and wish you all the very best for 2010

I fear that because of budgetary restraints applicants who were told that they were successful with no waiting list mentioned are now on that very same waiting list0 -
Oh well...........and into January 2010 we go then. Looks like a letter telling us all to !!!!!! off now

I am in a similar position
I was interviewed and passed the maths test on 6 & 7th October
Received CRB clearance on 29th October
Since then ABSOLUTELY NOTHING
This is a DISGRACEFUL way to treat (potential) employees

Just been told that I am 26th on the "merit list" for an EO post at my local JCP.
What, exactly does this mean ?
Are there 25 people in front of me for the post that I have applied for ?
or are there 25 people in front of me - nationally ?0 -
it means that there are 26 people ahead of you on a list for the specific IRC number you applied for.. they do not officially cross reference for other IRC's though some folk have been offered different roles to the ones they applied for..0
