There is no such thing, they are two distinct things, they have up to six months to issue the NTO.
Did their rejection actually address your informal appeal points properly.
It would help if you posted up pictures of the documents.

Yes the PCN was put on my car.
The notice was for parking outside of a marked parking bay and they say this is clearly stated on the notice boards - not of course you have time to read them. This happened somewhere quite away from where i live so not really worth going back to check this. I was parked next to a car in a bay but not blocking anyone in by doing this. There was not any markings on the ground to suggest i shouldnt park there. I told them the car park was full and the reason why i parked where i did.
Do you think it i worth making a formal appeal?

As the majority of formal appeal succeed it is always worth doing a ful analysis of the PCN, the Traffic Order, the SIgnage and the NTO NoR etc.
Many councils have great difficulty doing this despite clear and copious guidance,0 -

timgallon, there are posters here and lots more on pepipoo.com who can look at your PCN, the NTO and the Notice of Rejection and tell you if any of the Council's paperwork is fatally flawed (which would mean you can appeal and win).
They can also comment on the legality of the lines and signs (can you find it on Google Street View)? Name the car park on pepipoo.com, they may know it or have seen appeals based on similar cases before.
So scan or take mobile pics of the front AND back of every page of each document, and host them on tinypic. Post a thread on pepipoo.com here as well, with the pics:

And although you're not local, 'any interested person' is allowed to look at a Traffic Order (or Parking Places Order) and you can simply email the Council to ask for this. Just state which car park you want to see the PPO for - don't state the PCN number or any of your details, you don't have to give your address or say why you want to see the Order. Keep following up if they delay a reply attaching it.
What you'd be looking for is to check if the Order actually does give provision for a fine for parking not wholly within a bay. If it doesn't then you can appeal on that basis and win (even if the signs refer to it, the Traffic Order takes precedence over signs).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

For info this was a car park at Rugby Town Hall some 35 miles away from where i live in Birmingham.
The annoying thing was i was actually there to meet some of their people and helping them out with a few things!0 -

After reading numouros articles/ posts on this and other sites I followed advise to ignore all letters and made several paper airoplanes to see where they landed!
Well not quite! I did e-mail the claimant that I had sort advice that the ticket was not enforcable. I also replied to there solisitors letter that any further contact would be deemed as harrassment!
I now have a County Court Claim.....
Here's my story......
I made an urgent evening visit to a local hospital, my daughter had been rushed into Wythenshawe Hospital, Manchester. I couldn't find a parking space so parked next to another vehicle outside a main entrance that turned out to be an ambulance bay (in the daytime).
I returned to find a Parkforce ticket on my windscreen.
As above, I ignored it.
Letter arrived from the Hospital requesting £85 against PCN No. 7275759.
I e-mailed back with the above advice notice.
A second letter arrived informing Debt Recovery Unit were to start legal proceedings.
A letter then arrived from the Hospitals solicitors requesting £145.
I replied to the Solicitors stating the advice recieved and any further action would be deemed as harrassment. Asked for evidence.
Received photographic evidence from Hospital. Also a copy of a Parkforce ticket with the PCN number but no further details.
Last contact was from the Hospital on 18th Feb. 2010 until yesterday when I received claim forms from Southampton County Court for "unpaid breach parking reg. notice" totaling £230.91
Parkforce issued the ticket but Hospital is taking court action!
Do I still ignore????0 -

That's very interesting. A Hospital Trust wasting money by taking somebody to court over an unenforceable invoice.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0
